Files not appearing in app file dialogs.

Lately when I save a file to a directory/folder and then try to access the same file from an in app file dialog - for example if I take a screenshot and then try to access that file from a browser to include in an email then that file does not appear unless I reboot the Mac. I know the file is there because it appears in the finder but just not in the app - for instance if I want to include a file using gmail accessed via Safari.

Anybody come across this? Seems to me that it's a bug with the Mac OS caching system.

I'm wondering if AFTER you save a file to a folder, if you closed Safari then reopen it to your email and see then, if the file shows up. I've seen this latent behavior as well in Ventura. It seems like the secondary applications won't re-read the folder unless they are closed and reopened. I know this isn't a fix but at least it's more tolerable than rebooting the entire system.
