How can I pay my monthly bill with a virtual credit card with a set amount on it?

Your monthly bill for what?
If you are referring to ongoing subscriptions on your Apple ID such as TV+, Apple Music, Fitness+, iCloud+ etc... then add the virtual card as a payment method to your Apple ID. Follow the steps in the support document linked below.

If you are referring to your due balance for your Apple Card, then you cannot pay the Apple Card with another credit card, physical or virtual.
If you mean the monthly bill for the virtual credit card, then pay it however the card issuer states you should pay it. Through their App, through deposit etc...
