There should be a way to remove expired cards from wallet and payment options

To delete an item from the Wallet app tap on the card or other item, tap on the 3 dots at the upper right, then Card Details, then scroll down and tap Remove Card. For passes tap on the 3 dots, then Remove Pass.

To delete a card from the App Store add a new card first, then remove the previous card—>Add a payment method to your Apple ID- Apple Support

Try adding a new valid card first, then delete the expired ones.
