OS 10.12
i am needing to download os 10.12 for my older mac but all i can find is 10.12.1 but it will not let me download that without 10.12

Back up your data, check the application compatibility table, click here, and if your Mac mini is recent enough, then on the download link for a higher OS. The one you found is an updater and can't be used for a full-version upgrade.
Catalina and higher won't run 32-bit software; if you upgrade to one of them, use Go64 as well.
