You can only update your iPhone using cellular data if you have 5G service. The 5G service is available on iPhone models 12/13/14. You have an iPhone 7 and therefore must use a Wi-Fi connection to update your iPhone. You can also connect your iPhone 7 to a 👉 computer and update it.
