can I create a separate start up disk to run OS Mojave which I need for a legacy software (PowerCadd)
and have another start up disk running the latest OS Ventura
How do I go about this?

if your Mac is compatible to run Mojave, then yes, you can install Mojave on the external drive and use that when you want to run Mojave.
you can use the steps in Use an external SSD as your startup disk with your iMac or Mac mini - User Tip to set it up. but you will need to adjust the steps a little to put Mojave on the external drive.
