Is there a way to change which parent is the organizer? This family sharing has been frustrating with receiving request to buy/download an app.

One parent leaves, sets up a new family, child accounts are transferred, then the first parent disbands their family share and joins the new one. You could only do it once a year. See Leave Family Sharing - Apple Support for more information.
