For problem "iPhone not available", does this method "Restore your iPhone" erase data and settings? If so, is there a less-destructive method for fixing the iPhone is not available problem? And if not, why not?

Yes, it erases everything. No, there is no less destructive way of “fixing” it. If there were, then anyone who managed to get hold of your phone could access your data.

Thanks -- I suspected that. My phone works now, and I suspect the "iPhone not available" is related to having just having driven my car. But I'd stopped & gotten out of the car a few minutes before. I was trying to take a photo. Eventually I did get the picture. But, having to wait ~10 minutes is a nuisance.
The unavailable message was because the incorrect passcode was entered too many times to unlock it.
