New OS install not allowing me to accept the end user agreement

My newly purchased used Macbook Pro (2017) was wiped by previous owner and I'm unable to complete the OS install because there is no place to click "Agree" to the EULA. I've searched this forum for answers but none were definitive and none helped my situation. No scroll bar exists. Shrinking the screen with Shift-Minus or any similar combination of keypresses doesn't resize the screen. I scrolled slowly and carefully and actually read a lot of the agreement, but no help. By the way I'm not even sure which OS I'm trying to install but a picture of the Macbook showed it to have Big Sur. Maybe the owner tried to start an upgrade to a version the Macbook doesn't support?


Can someone please point me in the right direction?

I just spoke with Apple support. The solution was going through the Welcome screen, selecting country, entering Wifi info, then bypassing the Apple ID section, saving it for later. That way I was able to go through the license agreement and select Agree.
