I’m clueless re tech stuff. Old IPhone 6 has years of photos from before ICloud. I just realized none before 2016 made it to this current IPhone 10. Is there a way to recover these photos? Old phone had SIM card so shouldn’t they still be on there?

the SIM card holds no photos, it only has the carrier's configuration data.
If you can access the phone, then you should be able to retrieve your photos.
If the phone is locked or unavailable, unfortunately, the photos are gone.
