switched from iphone 11 to iphone 14pro--my playlists are not there

You might have not logged into your Apple ID on your new device. Go to Settings > Sign into Apple ID > Follow Instructions.
If you are signed in, you might not have synced your playlists. Sync your Playlists by using this link: Use Sync Library to access your music library across your devices - Apple Support
