This could be caused for a few reasons. 1. Your payment information is incorrect. 2. You are under 18.
If you are under 18 using Apple Pay, you can not use cards with your account until you turn 18. Their is no work around to this. I apologize.
If you are over 18, This can be just a simple issue with incorrect payment details. Check your card again to insure it is correct. If the issue persists, Contact Apple Support or Contact your card company.
