Is apple taking any responsibility for the system update that deleted contacts? It is a real pain!

It sounds like you're missing contacts from your iPhone and need some help to recover them. You may be able to restore your contacts without having to rebuild or reconstruct them.

Your Contacts app uses the data from your email accounts or iCloud to store your contacts on your iPhone.

You can ensure that contacts are enabled for each of your email accounts as outlined here: Manage and delete contacts on your iPhone or iPad - Apple Support

"Turn Contacts on or off for an account

Want to add or remove all of the contacts from an account that you already set up? Just turn Contacts on or off for that account:

1. Go to Settings > Contacts > Accounts.
2. Tap the account that has contacts that you want to add or remove.
3. To add contacts, turn on Contacts. To remove contacts, turn off Contacts, then tap Delete from My iPhone."

If you only store your contacts on iCloud and they were deleted from iCloud, you can restore your contacts via iCloud using a web browser on a computer: If you accidentally deleted your calendars, bookmarks, or contacts from iCloud - Apple Support

"Restore your contacts or bookmarks from an earlier version

1. Sign in to iCloud.com.
2. Scroll down to the bottom of the window, then select Data Recovery.
3. Select Restore Contacts or Restore Bookmarks. 
4. Select Restore next to the date before you deleted the content.
5. Select Restore again to confirm. After the restore completes, you get a notification on iCloud.com and an email at the address on file with your Apple ID."

If you have multiple accounts which store your contact information, you can also export a vCard from your email account to import the vCard to iCloud if you prefer to have all contacts stored in one account.
