In iCloud > Photos>Sync this iPad, I have turned this off. When I click iCloud back up, Select my device. The toggle for photo library is ticked. If I go to untoggle it a pop up window appears and says “Do you want to turn off Phito Litbary backups and delete the back up data from iCloud”. If I click delete. Will this erase all of my pictures? Or just anything from my iPad? Please help!

When you look at the data you’re choosing to include in an iCloud backup you’ll manage that on your iPad in Settings > your name > iCloud > Manage Storage > Backups > This iPad. If that is where you turning off Photos then the message you’re encountering means any photos that are not syncing with iCloud will not be stored in a backup and they will be deleted from the backups. However, not from your device.
Keep in mind, if you have Photos disabled in Settings > your name > iCloud > Photos then your photos are not syncing with iCloud either.
Be sure if you are not backing your photos up to iCloud that you are creating a backup of them to a computer. The following article goes over how to do that and has a link to do so via a Mac or PC. Just choose which computer you’re working with - How to back up your iPhone, iPad, and iPod touch
