How do I get my Apple watch to pair with my new iPhone? I have tried restarting both devices and it keeps saying it is unable to pair.

If you are unable to pair your Apple Watch with your new iPhone, first follow these steps from If you can't pair an Apple Watch with your iPhone to ensure it is removed from the iPhone it was previously paired to:
If you have its paired iPhone, unpair your Apple Watch
1. Open the Watch app on your iPhone, tap the My Watch tab, then tap All Watches at the top of the screen.
2. Tap the "i" buttonnext to the watch that you want to unpair, then tap Unpair Apple Watch.
3. Tap again to confirm, then wait for the watch to unpair.
4. After Apple Watch unpairs, you can pair again.
