How can I monitor texts on my sons Apple Watch that is not paired to a phone?

An Apple Watch cannot function at all unless it is either paired to his iPhone or paired to your iPhone as a Family setup. If paired to your iphone it needs to be a cellular model.
Monitoring young peoples' messages is a subject that is contentious. Maybe some trust and discussion is better.
