Spy hardware

Is it possible for a refurbished iphone to have spy hardware installed? (not software)

It's surprising to me that I couldn't find the answer on Google. People only talk about spy software.

Purchase Apple Products from the Apple Online Store, Apple Retail Stores, and many Apple-authorized resellers and wireless service providers.
