IOS takes up all the memory on the phone.

In August, I bought a new iPhone 13pro 256 (bought from an official dealer). Excellent use, no problems. In November-December, there was a problem: in the iPhone's storage today, almost all of the memory is occupied by IOS, about 200 GB out of 256. If you scroll down and skip all applications, the phone shows IOS 9.44 GB and System data 14.82 GB. I can not solve the problem that causes great inconvenience in using the phone! How to understand what is the problem? How to solve the problem? How to clear data without resetting iPhone?
