i can’t change my region cause I have balance $4 in my Apple ID and I can’t add my credit card. I have purchased before from another app and I can’t use it I have already redeemed it but it isn’t working. How can I fix this or can you clear my balance?

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, click here and ask the iTunes Store staff to zero it.
