swap memory problems

my macbook pro 16" m1 max 32GB ram when it reaches its limits uses swap as normal but when i close everything and the ram is like 5-10 GB of 32GB swap is still here with +/-400MB and never clears if i do not restart it and uses the swap with free ram with 0 apps open..why?
