If you disable Touch ID, there should be some displayed timeout options:
Immediately
After 1 minute
After 5 minutes
After 15 minutes
After 1 hour
After 4 hours
This setting affects the timeout length of the passcode and not Touch ID. This is a bit confusing in it's current state.
You can always leave feedback to Apple regarding this:

Did there used to be an option other than "Immediately"? I seem to remember there being other timeout options but cannot verify since all my devices (iPhone SE 2020, iPad mini 5, iPad mini 6) are now on the same current iOS/iPadOS 16.3.1.
Other timeout options may have been available in the past on older versions of iOS/iPad OS but it has apparently been changed to only include the "Immediately" option (which is also unselectable) in iOS 16.x.x.

Your illustrated screenshot - that indicates that a Passcode is required immediately upon locking the iPad - is entirely normal and as expected.
Older devices, that lack TouchID/FaceID biometric authentication, can select from:
Yes, there was, before I created my child Apple ID and also when there were other timeout options my iPad was at iPad OS 15.7.1. Perhaps either of these things made the glitch?
Exactly, but I only have the option for immediately. Is there any reason for this is my question?
Thank you.
