How do I add my iTunes playlists to the Music app?

I just upgraded to a new Mac mini with Ventura from an older model running Sierra. I stored my iTunes music library on a separate hard drive and was able to import it into apple music, but now I can't find my old playlists.

Can anyone please give me step by step instructions on how to import my old iTunes playlists into Apple Music?

Typically you would hold down option when launching Music to get the choose/create library dialog, then open the .itl file copied from your old computer to convert it to the new Music format.
