I’m not aware of any Apple error message “Max Captcha limit reached” related to an iPhone passcode reset, or to an iPhone factory reset.
There is a similar error message related to Activation Lock. If you’re trying to bypass Activation Lock, that’s intended as a theft deterrent, and less than easy to bypass. You’ll need the Apple ID and password, or an original purchase receipt showing the serial number or IMEI, or similar proof of ownership. If ypu’re hitting this error for an Activation Lock reset, contact Apple Support directly. Use the Support link in the lower left corner of this webpage, and chat or call Apple as available.
