Notes on my I phone 11
My notes apps keeps loading and it’s grey and it won’t work anymore

The Notes app is offloaded. This is also why you see the cloud with the arrow down, next to Notes. If you experience problems downloading the Notes app, start by restarting your iPhone - then go to the App Store and download the Notes app again.
