To reset your iPod touch, you need to connect to a computer and restore it as seen there:

If you see the Restore screen on your iPhone, iPad, or iPod touch


Once you connect your iPod touch to the computer, you will follow steps below depending on if you have a Mac or PC:

Restore your iPhone, iPad, or iPod to factory settings


That should get your iPod touch restored.
