Check and follow all the steps in Connect your AirPods and AirPods Pro to your iPhone - Apple Support. If that doesn't solve the problem you might need to have your iPhone's Bluetooth <forget> the AirPods and start clean.

Why AirPods do not Show Up in Find My:

AirPods are not assigned their own IP Address. That is the reason for them not showing up in Find My. The only location they will show up, is the most recent time the item these are associated with was connected tot the Internet.

So, pair these with a device, and you should no longer get this "incomplete" error.
