I got a downloaded music file from drop box…downloaded automatically to file can I get it into my Apple Music library? If so how?

Yes. You can drag the file directly onto the Apple Music app window, you can use the import option in the File menu, or you can drop it in the "Automatically add to iTunes / Music" folder in the iTunes / Music media folder to add it to the library.
