Does Handoff work from iPhone to Ipad? I understand that blue tooth needs to be on both devices and I need to be logged in under the same iCloud account. Thank you!

Yes. Apple’s Continuity services, including Handoff, work between iPad, iPhone a Mac computers. You’ll need to be signed-in using the same AppleID.
