I am setting up iPads for clients and downloading apps. App Store stating too many Apple IDs associated with card and will not let me continue. Help! I have many more to do! Using a company card

Is a payment method required for first time use of apple id in app store? Is it possible to open a new Apple id, and directly purchase apps using a gift card? The goal is to avoid connecting the Apple id to my personal information, for privacy.
