Are there any specific errors or alerts when trying to activate iMessage? For troubleshooting steps, you'll also want to visit If you can’t turn on or sign in to iMessage or FaceTime - Apple Support and complete what is listed there. Note that depending on your location, international texting may need to be enabled in order to allow the phone to communicate with Apple's servers.
