Can I power up the LG monitor for my mini mac by using the USB-C cable?

I doubt that it can. I've not heard of a monitor that can be powered that way.

Of course, it would depend entirely on the monitor and how it was designed to be powered.

If the LG monitor is capable of being powered via USB-C, then yes, the Mac mini M2 should be able to supply that power via its USB-C/Thunderbolt 4 ports.

You did not tell us which model that monitor is, so we can only guess.

Check the specifications of the monitor.
