How to get a refund
I upgraded my storage so I could store data from a 2 TB external drive. I can only upload files, not folders, so I found a different solution. I downgraded my storage back to 50 GB. How do I get a refund?

Normally for refunds you do as instructed in this article Request a refund for apps or content that you bought from Apple - Apple Support
However, that may require you cancel your subscription entirely. Since you do not wish to do that you should contact Apple ans ask them how to do this.
