Cant make or recieve calls

I have an iPhone X that cant make calls or receive them even though it has connection.

I can receive and send messages just fine without using iMessage calls don’t work, i keep getting a call failed message.

Note i am on the lastest iOS version.

Check your iPhone settings

Go to Settings and turn on Airplane Mode, wait five seconds, then turn it off. Check Do Not Disturb. Go to Settings > Focus > Do Not Disturb and make sure it's turned off. Check for any blocked phone numbers.

Can't send or receive message then try these steps first

Check your network connection. ...
Check with your carrier to see if the type of message you're trying to send, like MMS or SMS, is supported.
If you're trying to send group MMS messages on an iPhone, go to Settings > Messages and turn on MMS Messaging.

None of these work. I tried everything from reseting network settings to trying another sim from a different company and its the same problem. The sim works on ever y other phone i tried it on.

I even factory reset and it still didnt work
