macOS Monterey should be able to recognize your iPad with iPadOS 16. Please confirm that you are connection your iPad Pro to your MacBook Air with a cable. You should then be able to see the iPad Pro in the Finder app. Try a different cable as well.
Have you considered updating your MacBook Air to macOS Ventura?

Okay. Having now established that it is the [assumed to be] Apple Music Library on the Mac computer that you are attempting to sync’ with the iPad - we’ve no other alternative than to resolve the problem the Mac.
Having now exhausted all the obvious troubleshooting steps, you would best advised to seek assistance directly from from Apple Support - and request a remote diagnostic test. You can contact the Support Team using the Support link at top-right or bottom-left of this page. Alternatively and perhaps easier, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on devices, the App can be downloaded from the App Store:

Despite both Axel and myself having tried, unfortunately, it is sometimes necessary to seek help from Apple.
Don’t forget, as an alternative to going to an Apple Store, you can still raise a support case - using the Apple Support App or website - and Apple will call you. This may be much more convenient than visiting the Genius Bar at your nearest Apple Store or AASP.
We did basically all the steps but they didn't work. Actually, we did all steps on both iphone and ipad because neither were working. We upgraded the OS on the iphone to 15.7.3, but because the ipad is practically new, it has 16.3.1. The phone then started to work, but the ipad still didn't. Might there be a compatibility problem with the latest OS?
Thanks but we've really done all of this. And can't update the MacBook Air to Ventura because the computer is too old (2015). I know that by doing all these steps we *should* be able to see the Ipad in the Finder app, but it's just not there. Thanks for trying, though!
We did try the different ports, but the computer only has USB-A, not C.
Taking a step backwards, in connecting your iPad to your Mac, what are you actually attempting to achieve?
We wanted to synch the music library to the ipad and back it up.
That's the plan, to visit the Apple Store. It's not terribly convenient but it looks like that's the only solution. Thanks.
