My sister and I are on 2 completely different Apple ID’s and phone plans. We have never had any issues before until one day all of my photos are now on her phone?!? My Apple ID is not synced to her phone at all. Any ideas how to fix this?

If the shared library option is not enabled, perhaps check each of the locations suggested in this article to see if your Apple ID is used on each other's iPhone: Sign in with your Apple ID - Apple Support
Keep in mind, once the photos are added to the other library, the only way to remove them is by deleting them. Make sure the Apple ID is signed out so that the photos aren't deleted from the device where they belong.
