Troubleshooting transfering photos from PC to iPhone via bluetooth + one more question

I've been trying to transfer photos from my pc to my iphone. I try by right clicking the photos send to>bluetooth device but it never works. I get the message "Bluetooth file transfer not complete" All my drivers and software are up to date but no luck. I've checked to make sure my pc and iphone are connected and I've tried to re-pair the devices but it doesn't work either. The only other way that has worked for me has been to email the photos to myself and than using the Files app to save the pictures to the photos app but I have too many photos and that will take way too long and it scrambles up the order in which I had the pictures on my pc. Can anyone please help me?

On another note, I was wondering if there's any possible way to transfer a whole photo folder from my pc to my iphone Photos app? In other words I'd like to copy the folder itself and the folder name and its contents and than have them saved as an album in the Photos app? I've tried the Files app but it won't copy the folders. Any help would be appreciated
