I can't access to privacy and security in settings on my iPad

We'll be glad to go over this with you. We're unsure of what you're referring to mentioning it being blurry. If your device is managed by a profile, or you have some sort of controls enabled in Screen Time (as outlined in Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support), that could explain why you're unable to access this.
