The email you have received is a scam - intended to obtain Credit Card and personal information with which to commit fraud:
Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support
If you are actually running short of available iCloud storage space, you will not receive an email from Apple - but will instead see a notification within iPad settings, from where you can directly subscribe to a different iCloud+ storage plan if needed:
Upgrade to iCloud+ - Apple Support

Troubleshooting Storage Messages:
It is a scam. Apple will never send you an eMail demanding that you purchase new data. So, forward this eMail off to Apple and then trash the message. Here is the eMail to send it to: reportphishing@apple.com
