Are File Vault System Backups Bootable?
I wanna back up our main drive that includes our OS (High Sierra) to an external HD. Once the backup is completed, will it be a bootable drive?

FileVault isn't a backup utility.
If you use a cloning utility, or Time Machine in Mountain Lion through Catalina, the backup drive will be bootable. Otherwise, check the product's documentation; drag-copied backups won't be.

I actually did do the backup using Time Machine (High Sierra). Am I good to boot from the backup then?

Yes; it'll have a recovery partition which can be used to restore it.
