Why hasnt apple made a disco dancing girl emoji? It's kind of upsetting ....

Neither Apple (nor other smartphones manufacturers) can decide about new emojis.
There is an international entity, called UNICODE.ORG, where anyone can make a proposal, as per this page:--> https://unicode.org/emoji/proposals.html
