Every time I update my payment method I’m being told it’s not valid. My card is valid. There’s money on it. I can’t update apps, get new apps etc because I keep getting the billing error.

Are you certain you’re entering each field correctly?
A common error, for example is to enter the card expiration year incorrectly (enter four digits when two are required, or vice-versa).
