Here I want to install several applications that no longer support the version of OSX that I'm currently using, namely version 10.11, and when I want to install Xcode there are requirements that OSX version 12.5 or above, but when I check for software updates it can't be found or not available. os update, what is the solution that I have to do?

Back up your data, check the application compatibility table, click here, and then on the download link for a more-recent OS; that computer's maximum one is Monterey. They're full-version upgrades and won't appear in the Updates list.
Catalina and higher won't run 32-bit software; if you choose one of them, use Go64 as well.
