Optimized Battery
I do not have Battery listed in my apple watch settings on my iPhone. So I can't change optimized settings.

You will have to do that on our Apple Watch.
Open Settings/Battery/Battery Health to enable the Optimized Charging.
This feature is only available on the Apple Watch SE, Apple Watch 5 and newer models.
