You can scan them and save the files in Dropbox or another service that allows you to copy item links.
Then paste those links into cells in a Numbers table. When you click a link, the file will open.

There are some receipt scanner software programs to use on your Mac but most are not free, some are quite expensive. There are quite a few iOS apps available that allow you to take a picture & create reports. The reviews on most reveal that the data usually needs a lot of manual input to get it correct. You may be better off manually inputting the information into your Numbers spreadsheet.
For years I have used Neat Receipts but it is a long-discontinued & unsupported 32-bit program. I keep a 2010 Mac mini running Snow Leopard that I use for Neat as well as some other programs. Neat went to online-only subscription-based software several years ago. The base price is $200 a year! I recently bought an Epson RR60 receipt scanner (it does more than receipts) & am decidedly unimpressed with the receipt management software. Neat Receipts often requires some manual fixing of the data but the Epson accounting software is terrible & manually fixing the data is cumbersome. Both can export as .csv & Neat can also export as .xls that can be opened in Numbers.
