Recorded some VOs for a project. Had a plonk of a time getting them into the project, which I haven't before.
This is post updating the iMovie library, though I can't see how that affects this process.
In any case, ended up d&d from the desktop to iMovie, which is fine but a little inconvenient.
What is the path to audio and music bits so that iM 10 can find them from within the app?
How many folders deep can iM 10 see?

iMovie should be able to access iTunes audio from the audio pane in the iMovie sidebar. But it must be iTunes audio, not Apple Music. Apple music is a subscription service in which the songs are all DRM protected and thus cannot be used in iMovie.
If Apple Music is not the problem, it could be a number of things that can cause failure of audio recognition.
Possibly it is a corrupt preferences. Try deleting/resetting preferences and see if that cures it. Open iMovie while holding down the Option and Command keys and select to delete preferences in the box that appears. iMovie usually will open in a new empty library. If so, reopen your old library to get back to your projects. Possibly you may need to reboot to set the changes. Deleting preferences is a safe procedure that will not cause data loss or disruption to your project.
Possibly audio is not enabled for your version of iMovie after update. Go to System Preferences/Security & Privacy/Privacy/Automation and in the right hand pane check the iTunes box under iMovie.

Try Security & Privacy/Privacy/Full Disk Access and see if that helps.
If still no luck, try calling Apple Support and talk to the techs there. They have the capability of remotely accessing your computer that we do not have here. Click on the Support item at the top of this forum's screen and navigate to a place where you can insert your phone number.

K, so first move my VOs to iTunes and any music I own, lease or license.
then the prefs and security/privacy/automation.

Oh, voice overs. I see now.
Downloading Apple Music to iTunes would not remove the DRM. Not sure about other DRM protected songs. Voice Overs wouldn't have DRM, so they can be imported to iTunes.
Before going to the effort of importing everything to iTunes, it might be good first to see if you can get iMovie to read your iTunes library.

You don't need to move your media to iTunes. I would just leave it where it is and drag into iMovie. Also, not sure what you mean by "VOs". Do you mean Videos? If it's videos you are talking about they would not be movied to iTunes, but rather to the Photos app.
Moving Apple Music to iTunes will not do any good, either, because that will not remove the DRM protection. Apple Music is unusable in iMovie.

reset prefs. old library came up just fine.
but couldn't get it to see iTunes folder.
Trying to enable audio, just have this possibility.
also set F&F and FDA for iMovie. No change. Can't see iTunes audio files. IE: my VOs.
Can only d&d from Finder folder.
Reminder, the mini is on Ventura.
VO's - voice over
so all audio for direct import to iM10 must be in iTunes and non-DRM.
