I can’t update my bank account to set up a new card and my Apple Store says deactivated please reverse

I can’t update my apps because it says my Apple Store and iTunes Store has been disabled

iPhone 11, iOS 16

There's a problem with your iTunes Store account information which can't be fixed from your end. Click here and contact Apple Support when they're open; if the link doesn't have an option for your country, use this form.
