I just received a refurbished 9th generation iPad. I never saw any prompts to transfer data from my old iPad and online instruction doesn’t help. I turned both iPads off and ba k on but it didn’t help. I went through the prepare my iPad to transfer but nothing came up after that was done.
I don’t know what to try next.

I’d be EXTREMELY hesitant to place ANY personal info - or AppleID credentials - on that iPad of completely unknown provenance …

A properly prepared device will greet you at “power-up” with “Hello” and then go into it’s setup routine; starting with Language Selection.”
Return for a full refund is my own personal suggestion.

It’s not clear to me from your post what you DO see when you initially power-on the refurbished device.
Also … was it purchased from Certified Refurbished Products - Apple or from another “refurbisher.”
It came up like it was already set up but it doesn’t have my apps on it. I didn’t buy it from apple.
