Switch control
So basically, in the switch control when I turn it on, it has a blue outline going to the left (cancel button) and the right (OK button) is that what the cursor is? And how do I turn the color outline off.

Welcome to Apple Support Communities.
When you're using Switch Control to select an item, a rectangular box will appear around the selected item. Since it is part of Switch Control, there isn't a way to disable it.
