If you're unable to add a payment to your Apple ID, first check to see that the payment method is supported in your region: Payment methods that you can use with your Apple ID
If your getting an error that the payment is declined when trying to add it, you can try these steps: If your payment method is declined in the App Store or iTunes Store
If you're unable to add any payments to the account, you'll need to contact Apple for assistance: Get Support
