I'm trying to cancel my account. It was made in error and I cannot pay. I'm a single, senior citizen with a very very limited income. How do I cancel?

Thanks for using Apple Support Communities. Since there is no charge to create an Apple ID, it seems that you may be referring to a subscription that you are being charged for. Does that sound right?
If so, you can use the guidance in If you want to cancel a subscription from Apple - Apple Support to find and cancel any subscriptions. That article has steps for multiple devices.
